The Central Bureau of Investigation (CBI) has intensified its scrutiny into alleged corruption related to the Kiru Hydroelectric Power Project by conducting searches at over 30 locations, including the premises linked to former Jammu and Kashmir Governor Satya Pal Malik.

Investigating Satya Pal Malik

  • The focus of the investigation is on the awarding of a contract worth ₹2,200 crore for civil works associated with the Kiru Hydro Electric Power Project (HEP) to a private company in the Union Territory.
  • The CBI’s search operation spanned 30 places, including three of Malik’s premises in Delhi, Gurugram, and Uttar Pradesh’s Baghpat.
  • Last month, the CBI had conducted searches at around eight locations in Delhi and Jammu and Kashmir as part of the ongoing probe into alleged irregularities in the award of the tender for civil works of the Kiru Hydroelectric Project, which is being executed by Chenab Valley Power Projects Private Limited (CVPPPL).

Recoveries and Allegations

  • The recent searches led to the discovery of digital devices, computers, property documents, and incriminating documents. Additionally, cash amounting to approximately over ₹21 lakh was seized.
  • The case revolves around alleged corruption in the awarding of civil works for the Kiru hydroelectric power project. It is valued at a staggering ₹2,200 crore1.
  • Malik, who served as the Governor of Jammu and Kashmir from August 23, 2018, to October 30, 2019, has claimed that he was offered a ₹300-crore bribe for clearing two files, including one related to the Kiru project.
  • The case was registered based on a reference received from the Jammu and Kashmir administration against the then Chairman, Managing Director, and Directors of CVPPPL, a private company, and other unidentified individuals.
  • Allegedly, guidelines regarding e-tendering were not followed during the awarding of the civil works for the Kiru hydroelectric project. Despite a decision taken in the 47th Board meeting of CVPPPL to re-tender through e-tendering via reverse auction, the same was not implemented. The decision was later reversed in the 48th Board meeting.

Conclusion

The CBI’s relentless pursuit of justice aims to uncover the truth behind the alleged corruption in the Kiru Hydroelectric Power Project. As the investigation unfolds, the spotlight remains on the actions taken during the tenure of former Governor Satya Pal Malik. The case serves as a reminder of the importance of transparency and accountability in public projects and contracts.
